However, in the early 19th century, private lotteries were legalized. Many states started using the proceeds from the lottery to finance public projects, such as colleges and libraries. As the popularity of lotteries grew, the government began introducing laws restricting the sale of tickets to children and limiting the amount of money that could be won.

After a legal battle, the law was changed to allow lottery systems to be run by the provincial governments.
